ST. CLAIR ANIMAL SERVICES FACILITY

Wright Construction is proud to partner with St. Clair County on the construction of a new Animal Services Facility located at 1123 Comwest Parkway in Belleville, Illinois. This modern, flood-resilient facility is designed to better serve the needs of the community—providing safe, secure housing for animals and improving operational capacity for staff and volunteers.

The project was launched in direct response to repeated flooding at the County’s previous facility on Mascoutah Avenue. In July 2022 and again in July 2024, heavy rains led to catastrophic flooding that inundated the old building, forcing emergency evacuations of more than 60 animals. The 2024 flood displaced over two dozen animals in a single day and exposed critical vulnerabilities in the outdated structure.

This new facility is designed with those challenges in mind. It will include upgraded drainage infrastructure, modern kennels, improved medical and intake areas, and a more resilient layout to protect against future weather events. Once complete, it will provide a safer environment for both animals and the team that cares for them.

Construction is well underway, and Wright Construction is committed to delivering a facility that will serve the County—and its animals—for decades to come.

UPDATE: June 27th, 2025

  • First pour of the building slab done this week.

  • The balance of the building slab will be done in the next week once the radiant floor heat is installed
