C.A.S.T.L.E. | Center for Advanced Skills Training in Law Enforcement

Wright Construction Services is proud to be the selected general contractor for the C.A.S.T.L.E. project — the Center for Advanced Skills Training in Law Enforcement, opening in 2026. This facility marks one of the most significant regional public safety initiatives in Missouri’s history, driven through a partnership between the City of O’Fallon and the City of St. Charles.

Located on an 87-acre site off Highway 79 north of Interstate 70, the new training campus will serve as a centralized hub where law enforcement agencies across Missouri — and from out of state — can train together, share expertise, and build stronger, safer communities.


About the CASTLE Project

The Center for Advanced Skills Training in Law Enforcement is designed to bring every major law-enforcement training component onto one campus — a first in Missouri. The co-located design is a transformational shift for agencies, allowing officers to complete:

  • Classroom training

  • Indoor and outdoor firing range training

  • Driving and EVOC training

  • Force-on-force and scenario-based simulations

Having all training environments in one location significantly improves scheduling, planning, operational efficiency, and long-term budgeting for departments across the region. The facility will also function as an economic development driver by attracting officers and agencies nationwide for training, events, and conferences.


Current Construction Progress

Construction is moving ahead of schedule across several major scopes. Wright Construction is proud to highlight the following milestones:

✔ Firing Range Acoustics – Completed Early

The first substantial completion milestone — the Firing Range Acoustics — was achieved two full months ahead of schedule, exceeding expectations and maintaining strong project momentum.

✔ Site Fencing – Ahead of Contract Schedule

Perimeter fencing installation is actively underway and is projected to be completed two weeks ahead of the contract date.

✔ Grading and Site Prep – Ongoing

Mass grading continues across the 87-acre campus, preparing the site for large upcoming pours and vertical construction.

✔ Major Concrete Work

A large concrete pour began last w, continuing the build-out of critical site infrastructure.

✔ EVOC Track Progress

The Emergency Vehicle Operations Course (EVOC) — a signature component of the project — is progressing rapidly and is expected to be fully poured by mid-December.
