C.A.S.T.L.E. | Center for Advanced Skills Training in Law Enforcement

Wright Construction Services is proud to be the selected general contractor for the C.A.S.T.L.E. project — the Center for Advanced Skills Training in Law Enforcement, opening in 2026. This facility marks one of the most significant regional public safety initiatives in Missouri’s history, driven through a partnership between the City of O’Fallon and the City of St. Charles.

Located on an 87-acre site off Highway 79 north of Interstate 70, the new training campus will serve as a centralized hub where law enforcement agencies across Missouri — and from out of state — can train together, share expertise, and build stronger, safer communities.


About the CASTLE Project

The Center for Advanced Skills Training in Law Enforcement is designed to bring every major law-enforcement training component onto one campus — a first in Missouri. The co-located design is a transformational shift for agencies, allowing officers to complete:


  • Classroom training

  • Indoor and outdoor firing range training

  • Driving and EVOC training

  • Force-on-force and scenario-based simulations

Having all training environments in one location significantly improves scheduling, planning, operational efficiency, and long-term budgeting for departments across the region. The facility will also function as an economic development driver by attracting officers and agencies nationwide for training, events, and conferences.


Recent Progress — March 2026

Construction remains ahead of schedule across several key areas:

  • EVOC Track: The final concrete pour for the high-speed Emergency Vehicle Operations Course has been completed, marking a major milestone for one of the project’s signature features.
  • Fleet Building: Work is beginning on the first building slab, advancing vertical construction efforts.
  • Range Pavilion: Footings are now underway, preparing for upcoming structural development.
  • Structural Steel: Steel erection is scheduled to begin in the coming weeks.
  • Firing Range Acoustics: Completed two months ahead of schedule, exceeding initial project timelines.

In addition, mass grading and site development continue across the campus, supporting upcoming phases of construction.

Project Impact

C.A.S.T.L.E. represents a transformational investment in public safety infrastructure. By consolidating training environments into one location, the facility will:
