ST. CLAIR ANIMAL SERVICES FACILITY

Wright Construction is proud to partner with St. Clair County on the construction of a new Animal Services Facility located at 1123 Comwest Parkway in Belleville, Illinois. This modern, flood-resilient facility is designed to better serve the community by providing safe, secure housing for animals while significantly enhancing operational capacity for staff and volunteers.

The project was initiated in response to repeated flooding at the County’s former facility on Mascoutah Avenue. Severe weather events in July 2022 and July 2024 caused catastrophic flooding that inundated the building and required emergency evacuations of more than 60 animals. The 2024 storm alone displaced over two dozen animals in a single day, underscoring the urgent need for a more resilient, purpose-built facility.

Designed with these challenges in mind, the new Animal Services Facility features upgraded drainage infrastructure, modern kennel systems, improved medical and intake spaces, and a layout engineered to withstand future weather events. Once complete, the facility will provide a safer, more efficient environment for animals and the dedicated teams who care for them.

Construction is progressing steadily, and Wright Construction remains committed to delivering a facility that will serve St. Clair County—and its animals—for decades to come.

UPDATE: March 2026

Construction on the St. Clair County Animal Services Facility continues to make strong progress, with the project now approximately 78% complete.

Crews are actively installing interior and exterior finishes as the building continues to take shape. Interior drywall is complete and the first coat of paint has been applied, while door installation is currently underway throughout the facility. Over the coming weeks, crews will begin installing flooring and millwork, marking another major step toward completion.

On the exterior, site paving operations are ongoing, helping finalize access and circulation around the new facility.

Once complete, this modern, flood-resilient building will provide a safer and more efficient environment for the animals, staff, and volunteers who serve St. Clair County.
